Leadership: How and where does it expand community control?

The power emanated by someone who's passionate about a cause is enormous. I don't mean the zealot - someone who won't be moved from their own view of the world and can't understand anyone else's - I'm talking of the passion that can generate a vision of how Australia should be today, and tomorrow.
